Did steve urkel live with laura and carl winslow?

this is more of a correction than a inquiry in the beginning of the series Steve was the Annoying neighbor of the Winslows but later in the series his parents moved to Russia leaving him behind and then he did move in with the Winslows. And yes Laura did finally get together with Steve, romantically.
