Low rise jeans are like urkel pants on me. HELP!?

I'm 17 and really petite. I am 5'2 and wieght around 105. So I wear size 0 or 1 depending. Anyway the point is that any jeans I try on the rise is always up to my waist even if it says low rise. I have a VERY small hip/crotch ratio. (sorry for being semi crass) and I have these one jeans that fit perfect but the rise is only 5 inches. Can any of you help me find jeans that do run this low in the rise? Iv'e tried and its impossible.
